Establishes a task force led by the Department of Environment and Natural Resources to develop a statewide survey addressing gaps in water and wastewater infrastructure data, including economic development needs, system service areas, reservoir construction costs, failing systems, and water loss efficiency.

Requires the task force to include representatives from nine state agencies and organizations, including the Departments of Commerce and State Treasurer, Clean Water Management Trust Fund, State Water Infrastructure Commission, North Carolina League of Municipalities, and the Environmental Finance Center at UNC Chapel Hill.

Directs the task force to develop a plan for incorporating information from EPA surveys and the new statewide survey into the State water supply plan under G.S. 143-355(m), including recommendations for modifying local water supply plan collection methods.

Requires the Department of Environment and Natural Resources to report findings, recommendations, estimated implementation costs, and necessary legislative changes to the Legislative Study Commission on Water and Wastewater Infrastructure by November 1, 2010.
