Appropriates $13,577,673 from the General Fund to the Water Infrastructure Fund for fiscal year 2010-2011 to match federal funds for water and wastewater infrastructure needs.

Allocates $6,223,073 to the Drinking Water State Revolving Fund for matching federal funds for water supply and drinking water needs.

Allocates $7,354,600 to the Clean Water State Revolving Fund for matching federal funds for wastewater needs.

Implementation based on recommendations from the legislative Study Commission on Water and Wastewater Infrastructure.

Becomes effective July 1, 2010.
