Appropriates $505,000 to the e-NC Authority for fiscal year 2010-2011 for operational, advocacy, and research functions to support broadband deployment across all 100 North Carolina counties

Appropriates $12,500,000 to the e-NC Authority for fiscal year 2010-2011 to fund broadband access projects in unserved and underserved communities through a formal request for proposals process with required provider matching

Allows up to 4% of the $12,500,000 connectivity funding to be used for grant administration

Permits the Authority to use funds to assist entities in securing federal broadband stimulus grants and foundation grants by providing local matching funds

Becomes effective July 1, 2010
