Requires owners of underground storage tanks regulated under federal law to designate and train primary operators responsible for daily on-site operation and maintenance of the tank systems.

Requires primary operators to demonstrate knowledge of spill/overfill prevention, release detection, corrosion protection, emergency response, financial responsibility requirements, and proper closure procedures.

Requires designation of emergency response operators with training on recognizing equipment failures, responding to alarms and releases, and taking immediate containment steps.

Establishes a compliance deadline of August 8, 2012 for all designated operators to complete required training; operators designated after this date must complete training within 30 days.

Empowers the Department to develop and implement training programs, conduct inspections, require retraining for non-compliance, and enforce requirements through existing enforcement mechanisms.
