Establishes Falls Lake Watershed Association as a nonprofit corporation composed of participating local governments to coordinate water quality protection, share information, conduct monitoring, and manage nutrient offsets in compliance with state and federal laws.

Requires applicants for interbasin transfer certificates to pay all costs associated with public hearings on draft environmental documents and draft determinations.

Creates streamlined interbasin transfer certification process for transfers into isolated river basins (New River, Shallotte River, Albemarle Sound, White Oak River) effective July 1, 2020, with applicants able to opt out and use standard procedures.

Extends the effective date for interbasin transfers in the Central Coastal Plain Capacity Use Area from January 1, 2011 to January 1, 2013.

Directs Environmental Review Commission to study whether interbasin transfer certificates should require receiving river basins to exhaust local water sources before transferring water from other basins, with results due to 2011 General Assembly.

Expands definition of beneficial wastewater reuse to include facilities relocating discharges between streams if relocation creates comprehensive reuse programs with significant benefits and meets water quality standards.
