Directs the Program Evaluation Division of the Legislative Services Commission to conduct and maintain an inventory of state programs aimed at reducing or alleviating poverty.

Requires the Program Evaluation Division to evaluate the outcomes and effectiveness of identified antipoverty programs.

Requires the Program Evaluation Division to write and update a history of state efforts to reduce poverty.

Adds these duties as item (11) to the existing powers and duties of the Program Evaluation Division under G.S. 120-36.12.

Effective upon becoming law.
