Authorizes the Legislative Research Commission to study whether long-term care facilities should be required to carry liability insurance as a condition of licensure.

Directs the study to examine whether state laws adequately protect residents harmed by facility wrongdoing from receiving compensation due to bankruptcy or asset shielding by facility owners.

Requires the study to review whether other states mandate liability insurance for long-term care facilities as a licensing requirement.

Allows for an interim report to the 2011 General Assembly and requires a final report by the Regular Session 2012.

Provides funding from General Assembly appropriations for the Legislative Research Commission to conduct the study.
