Direct the Department of Health and Human Services, Division of Social Services, to examine ways to expand and enhance the Supplemental Nutrition Assistance Program Education (SNAP-Ed Program) in North Carolina.

Recommendations must include an expanded definition of in-kind resources to draw down additional federal funds for the SNAP-Ed Program.

Recommendations must include a three-year plan to expand and enhance the SNAP-Ed Program and assess feasibility of placing program responsibility at North Carolina State University or North Carolina A&T State University.

Department must report findings and recommendations by September 1, 2011, to the Legislative Task Force on Childhood Obesity, Public Health Study Commission, and Fiscal Research Division.

Beginning in October 2010, the Department shall solicit proposals from nonprofit organizations for development and implementation by April 2011 of new local and state programs emphasizing nutrition education, physical activity, and obesity prevention using social marketing techniques.
