Directs the Joint Legislative Program Evaluation Oversight Committee to include a study of the Child Nutrition Program in the 2010 Work Plan for the Program Evaluation Division.

Requires the Program Evaluation Division to examine guidelines for assessing indirect costs to local child nutrition programs in school administrative units.

Requires the Division to analyze the financial impact of a policy that would prohibit assessing indirect costs to child nutrition programs until they achieve and maintain a three-month operating balance.

Program Evaluation Division must submit findings and recommendations to the Joint Legislative Program Evaluation Oversight Committee, the Legislative Task Force on Childhood Obesity (if reestablished), and the Fiscal Research Division.

Becomes effective when signed into law.
