Establishes a Joint Legislative Study Committee on the Consolidation of Early Childhood Education and Care consisting of 10 members (5 from House appointed by Speaker, 5 from Senate appointed by President Pro Tempore).

Designates one House member and one Senate member as co-chairs to jointly oversee committee operations and call meetings as needed.

Directs the committee to continue work from the previous Task Force on Consolidation of Early Childhood Education and Care, focusing on developing an integrated system and consulting with relevant state departments and agencies.

Requires the committee to submit a final report with findings and recommendations to the 2011 Regular Session of the General Assembly, with the committee terminating on December 31, 2010.

Authorizes the committee to contract for professional services, assigns professional staff through the Legislative Services Commission, and provides members with subsistence and travel expenses according to state rates.
