Requires the Department of Health and Human Services, Department of Public Instruction, and North Carolina Partnership for Children, Inc. to submit a consolidated annual report on early childhood education and care programs to the General Assembly by January 1 each year.

Report must include program descriptions, significant services and initiatives, number of children served by service type, and number of qualified applicants never served or denied services due to budget constraints.

Report must document ages of children on waiting lists, cost analysis including per-child costs, expenditure details for quality enhancement activities such as WAGE$ and TEACH programs, and funding history with previous fiscal year expenditures.

Report must include results of previous year program evaluations, descriptions of significant policy and program changes, and accounting of any private funds received.

Effective date is July 1, 2010.
