Consolidates regulatory oversight of private early care and education providers under the More at Four program into a single entity.

Directs the Department of Health and Human Services and Department of Public Instruction to authorize Division of Child Development staff to assume regulatory monitoring functions for More at Four program in private classroom settings.

Requires the Department of Public Instruction to provide Division of Child Development staff with training necessary to monitor compliance with the More at Four program requirements.

Division of Child Development retains responsibility for current licensing functions in voluntarily licensed public classroom settings.

Effective date: July 1, 2010.
