Provides $514,502 to the North Carolina Community Development Initiative and its subsidiary Initiative Capital for grants, loans, and loan loss reserves to support low-wealth communities, green building housing, and job creation.

Appropriates $276,617 to the North Carolina Institute of Minority Economic Development for technical assistance, loans, and contract financing to increase small business access to credit and markets.

Allocates $393,716 to the North Carolina Minority Support Center for small business lending, mortgage lending, and financial literacy programs through grants to community development credit unions.
