Appropriates $7,250,000 from the General Fund to the Biofuels Center of North Carolina, Inc. for fiscal year 2010-2011

Allocates $5,000,000 in recurring funds for the Center's administration, activities, grants program, and partnership programs with federal and other agencies

Allocates $2,000,000 for acceleration of core initial facilities including trial growing, greenhouses, company research, and pilot scale production on the Center's campus

Allocates $250,000 to implement the Military Fuels and Land Demonstration Project in partnership with North Carolina's Eastern Region, the Military Foundation, and military bases

Becomes effective July 1, 2010
