Appropriates $6,862,298 from the General Fund to the Department of Administration for the Domestic Violence Center Fund for fiscal year 2010-2011.

Allocates $2,000,000 to the North Carolina Council for Women and Domestic Violence Commission for matching grants to construct new shelters, purchase existing shelter space, or pay construction debt for domestic violence shelters, with a maximum of $50,000 per applicant per fiscal year.

Appropriates $2,000,000 to the Governor's Crime Commission to create and fund supervised visitation and exchange centers for domestic violence cases.

Designates $1,000,000 from the TANF Block Grant to the Department of Health and Human Services for grants supporting local domestic violence prevention and awareness initiatives targeting underserved populations.

Effective July 1, 2010.
