Increases appropriations for local inpatient psychiatric beds or bed days to $32,121,644 for fiscal year 2010-2011, up from $20,121,644 in the previous fiscal year.

Requires the Department of Health and Human Services to work toward equitable distribution of psychiatric beds or bed days across the state instead of distribution solely according to need.

Changes reporting requirement from a one-time March 1, 2010 report to semiannual reports beginning September 1, 2010 to the House Appropriations Subcommittee, Senate, Joint Legislative Oversight Committee, and Fiscal Research Division.

Maintains existing provisions requiring funds to be held in a statewide reserve, contracted through Local Management Entities (LMEs) and community hospitals, with specified payment timelines and oversight mechanisms.

Becomes effective July 1, 2010.
