Extends the First Commit pilot program expiration date from October 1, 2010 to October 1, 2012, allowing temporary waivers of mental health commitment examination requirements to continue.

Increases the maximum number of Local Management Entities (LMEs) eligible to participate in the pilot program from 15 to 20.

Permits licensed clinical social workers, master's level psychiatric nurses, and master's level certified clinical addictions specialists to conduct initial mental health examinations instead of physicians or eligible psychologists, subject to Secretary approval and conditions.

Requires the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services to expand standardized certification training for all certified providers and report participation rates and recommendations regarding inclusion of other licensed health care professionals.

Maintains requirement that a physician be available at all times to provide backup support and telephone consultation to staff performing examination duties under the waiver.
