Appropriates $40,000,000 from the General Fund to the Department of Health and Human Services, Division of Mental Health, Developmental Disabilities, and Substance Abuse Services for fiscal year 2010-2011.

Funds shall increase State service dollars allocated to local management entities (LMEs) by restoring amounts reduced on a nonrecurring basis during the 2009-2010 fiscal year.

Each LME receives State service dollars equal to the specific amount it lost during 2009-2010 budget reductions.

LMEs must use restored funds exclusively to restore State-funded services that operated prior to the 2009-2010 budget reductions.

Effective July 1, 2010.
