Consolidates environmental and natural resources reporting requirements by redirecting reports to the Environmental Review Commission, Fiscal Research Division, and Joint Legislative Commission on Governmental Operations instead of separate legislative committees.

Modifies mercury switch removal program reporting to include report recipients and adds requirements for describing the manufacturer collection system developed through the National Vehicle Mercury Switch Recovery Program.

Changes the Solid Waste Management Trust Fund allocation from 5% to 8% of scrap tire disposal tax proceeds and adds a new allocation of 12.5% of solid waste disposal tax proceeds.

Makes technical corrections to statute references, terminology updates (e.g., changing "chairman" to "chair"), and clarifies definitions throughout environmental and natural resources statutes.

Changes the Environmental Management Commission's study on nitrogen oxide and sulfur dioxide emissions reporting from annual to biennial beginning September 1, 2011.
