Directs the Energy Policy Council to identify, study, and recommend policies to increase energy efficiency and conservation, promote renewable energy resources, and reduce carbon emissions.

Requires the Council to evaluate specific policy areas including utility investment incentives, demand-side management, net-metering improvements, renewable energy portfolio standards, and potential carbon costs in resource planning.

Mandates that each recommendation include 10-year annualized projections of energy savings, renewable energy development, carbon emissions reductions, and cost analyses for utility customers and environmental/health impacts.

Requires the Council to submit an interim report by February 1, 2011, and a final report by May 1, 2011, to the Environmental Review Commission and Joint Legislative Utility Review Committee.

Study shall only proceed to the extent funds are available to the Energy Policy Council, with no obligation for the General Assembly to appropriate additional funds.
