Establishes the Coastal Adaptation Resources Mapping and Monitoring Program (CARMAP) within the Department of Environment and Natural Resources as a cooperative program with University of North Carolina universities to map and monitor coastal and riverine resources.

CARMAP shall conduct field surveys and inventories of shoreline geology and ecology, map anthropogenic modifications to shorelines, perform periodic aerial photography and LiDAR surveys every five years, conduct bathymetric surveys of inland coastal waters, and establish permanent monitoring stations for sea-level rise, water quality, and ecological changes.

Appropriates $500,000 from the General Fund to the Department of Environment and Natural Resources for the 2010-2011 fiscal year to fund CARMAP operations.

Appropriates $500,000 from the General Fund to the State Climate Office for the 2010-2011 fiscal year to expand the North Carolina Environment and Climate Observing Network (ECONet) by locating automated weather and environmental observing stations in counties lacking such stations.

Requires CARMAP and ECONet data to be made available to the general public on the Internet to improve severe weather management, forecasts, energy planning, natural resource management, and other applications affecting North Carolina citizens.
