Establishes the North Carolina Commission on Climate Change consisting of 15 members: 5 Senators appointed by the President Pro Tempore, 5 Representatives appointed by the Speaker of the House, and 5 members from the executive branch appointed by the Governor.

Designates one Senator and one Representative as cochairs of the Commission and requires a quorum of eight members.

Authorizes the Commission to study global climate change issues including federal and state actions, economic opportunities, impacts on the state's economy and natural resources, costs and benefits of climate change mitigation, and changes in federal law and technology.

Empowers the Commission to make reports and recommendations to the General Assembly and Governor and allows it to work cooperatively with other state agencies and climate change entities.

Establishes an Advisory Council of 24 members comprised of representatives from utilities, business, agriculture, environmental organizations, and academic institutions to assist the Commission with requested matters.
