Urges U.S. Congress to pass comprehensive clean energy and climate legislation that creates a unified framework for reducing greenhouse gas emissions while protecting low and moderate-income Americans from increased energy costs.

Calls for federal legislation supporting alternative energy sources including wind, solar, wave, hydroelectric, biofuels, advanced nuclear energy, and clean coal technologies, with emissions offsets to protect energy consumers.

Requires that federal climate legislation not preempt state legislative efforts to control carbon emissions and advance clean energy innovations, preserving states' authority over energy policy.

References North Carolina's existing clean energy initiatives including the 2002 Clean Smokestacks Act, 2007 Renewable Energy and Energy Efficiency Portfolio Standard requiring 12.5% renewable energy by 2021, and the North Carolina Green Business Fund.

Directs the Secretary of State to transmit this resolution to the President, Congress leadership, and North Carolina's federal representatives and senators.
