Directs the Department of Environment and Natural Resources to develop a comprehensive North Carolina Climate Change Adaptation Strategy consisting of an assessment and plan to address climate change impacts on the state.

Requires the assessment to identify projected climate impacts including sea level rise, heat waves, increased storms, altered rainfall patterns, shoreline erosion, and biodiversity loss, and determine which state resources are most threatened.

Mandates the adaptation plan address floodplain mapping, coastal zone planning, transportation infrastructure, public health, emergency response, and policy changes needed to implement climate adaptation measures.

Requires coordination with local governments, universities, federal agencies, and the public; establishes a technical advisory committee of climate scientists; and mandates development of a public database with maps and information for adaptation decisions.

Appropriates $50,000 for fiscal year 2010-2011 and requires quarterly progress reports to the Environmental Review Commission beginning October 1, 2010, with a final strategy report due by January 1, 2013.
