Modifies G.S. 143B-475.2 to establish program service fees for law enforcement agencies receiving equipment and entities storing evidence with the Department of Crime Control and Public Safety.

Removes the requirement that law enforcement agencies must employ more than 25 officers to be subject to equipment fees, expanding the fee requirement to all local law enforcement agencies receiving equipment.

Appropriates $578,000 from the General Fund to the Department of Crime Control and Public Safety Law Enforcement Support Services Division for fiscal year 2010-2011 operating costs.

Fee collection takes effect no later than January 1, 2011, with departmental receipts applied toward the Department's service costs.

Effective date is July 1, 2010.
