Corrects cross-references in ethics statutes by replacing references to G.S. 138A-24(a)(2) with G.S. 138A-24(a)(8) and G.S. 138A-13(b) with G.S. 138A-13(b1) regarding reportable expenditures and legislative advisory opinions.

Requires public servants appointed to nonadvisory boards designated under G.S. 138A-10(a)(3) to file initial statements of economic interest within 60 days of notification by the Commission.

Changes ethics education requirement from "make" to "offer" basic ethics presentations and clarifies that all public servants must participate in Commission-approved ethics training within six months of employment and attend refresher training every two years.

Updates statutory language in G.S. 138A-37 to reference "legislative actions" instead of "official actions" in the catch line.

Corrects reference in G.S. 138A-38(a)(6) from G.S. 130-36 to G.S. 138A-36 regarding quorum and disqualification procedures, and removes reference to "judicial employee" in subsection (a)(7).
