Requires state agencies to eliminate and sell underutilized aircraft identified in Exhibit 15 of the Program Evaluation Division's Report 2010-04, which recommended selling 25 aircraft to yield up to $8.1 million in proceeds and save $1.5 million annually.

Directs agencies to reduce personnel accordingly and allows affected agencies to designate which specific aircraft to eliminate so long as the total number recommended in the report are removed.

Requires net proceeds from aircraft sales to be remitted to the State Treasurer for deposit into the General Fund; aircraft that cannot be sold due to federal restrictions must be disposed of in the most economically beneficial manner available.

Directs the Division of Forest Resources to terminate leases for or sell five hangars identified in Exhibit 17 of the report as aircraft sales make facility closures feasible.

Appropriates $51,000 to the Division of Forest Resources for the 2010-2011 fiscal year (recurring intent) to contract for additional aircraft support for fire protection as needed.
