Adds recall procedures to the Charter of the Town of Topsail Beach, allowing removal of the Mayor and Board of Commissioners members through a petition and recall election process.

Requires a recall petition to be signed by at least 25% of registered voters in Topsail Beach, filed with the Town Clerk and forwarded to the board of elections for signature verification.

Mandates a recall election be held between 60 and 120 days after a sufficient petition is certified, with removal occurring if a majority of votes cast favor recall.

Prohibits recall petitions from being filed within six months before an officer's term ends and limits recall elections to once per officer per term.

Vacancies created by recall removal are filled per G.S. 160A-63, and removed officers cannot be appointed to any elective town office for the remainder of the unexpired term.
