Establishes a new 10-month salary schedule for noncertified teacher assistants in North Carolina public schools, effective July 1, 2010, with three education levels: high school diploma ($19,126-$25,704), associate degree or equivalent hours ($21,039-$28,274), and bachelor's degree ($24,194-$32,515).

Classifies teacher assistants into 11 pay steps (0-10) based on years of experience, ranging from 0-3 years at step 0 to 29-30 years at step 10.

Prohibits salary reductions and guarantees a minimum $750 salary increase for all teacher assistants under the new schedule; provides protection for those already earning above their experience level.

Directs the State Board of Education to establish criteria for crediting work experience as teacher assistants (in-state and out-of-state) and determine credit for comparable work experience.

Appropriates $23,208,700 from the General Fund to the Department of Public Instruction for fiscal year 2010-2011 to implement the act.
