Appropriates $1,000,000 from the General Fund to the Board of Governors of The University of North Carolina for fiscal year 2010-2011.

Funds support a Joint Innovation and Commercialization Initiative jointly operated by North Carolina Agricultural and Technical State University and the University of North Carolina at Greensboro at the Gateway University Research Park.

Allocates $500,000 to create a self-sustaining funding source to bridge the gap between technology demonstrations and product commercialization.

Allocates $500,000 to develop an entrepreneur program where faculty from both universities serve as consultants to new start-up companies.

Becomes effective July 1, 2010.
