Repeals the December 31, 2011 sunset provision for the e-NC Authority, allowing it to continue operating indefinitely.

Directs the Revenue Laws Study Committee to study local government owned and operated communication systems and report findings and recommendations to the 2011 General Assembly by March 1, 2011.

Establishes a temporary moratorium on Local Government Commission approval of financing applications for local government communication systems under G.S. 160A-19, 160A-20, or 160A-466 until recommended legislation becomes law or the 2011 Regular Session adjourns.

Provides exceptions to the financing moratorium for entities that had previous contracts as of June 1, 2010, units that had completed feasibility studies and took formal action by December 1, 2010, federal broadband stimulus grant recipients, and Google Fiber Project participants.

Requires units of local government seeking financing approval during the moratorium period to hold a public hearing and notify existing communication service providers at least 15 days before the hearing.
