Establishes the Joint Legislative Commission on Poverty Reduction and Economic Recovery with 20 voting members (10 appointed by House Speaker, 10 by Senate President Pro Tempore) plus 7 nonvoting ex-officio state agency representatives.

Requires the Commission to study poverty reduction and economic recovery across North Carolina, with specific emphasis on 15 designated high-poverty counties including Robeson, Halifax, Warren, and Yancey.

Directs the Commission to examine evidence-based intervention methods from other states, set poverty reduction targets and timelines, and establish regional commissions in high-poverty areas.

Members serve two-year terms beginning January 15 of odd-numbered years and receive per diem, subsistence, and travel allowances; the Commission has subpoena power and can request information from state agencies.

Commission may submit interim reports and legislative recommendations to the General Assembly during regular sessions.
