Disapproves changes to 15A NCAC 10B .0116 adopted by the North Carolina Wildlife Resources Commission on March 4, 2009, and approved by the Rules Review Commission on April 16, 2009, which would have allowed crossbows without permit during bow and arrow seasons.

Amends G.S. 113-291.1(a) to restrict crossbow use to firearms seasons only, except as otherwise provided in G.S. 113-296(d)(5).

Authorizes crossbows to be used during all 2010-2011 hunting seasons established by the Wildlife Resources Commission for taking deer with firearms.

Becomes effective upon enactment.
