Requires private parking lot entrance signs to display the towing and storage company's name and phone number in addition to existing signage requirements.

Limits the distance vehicles can be transported for storage to no more than 15 miles from the removal location.

Requires towing and storage companies to charge reasonable fees that do not exceed fees charged for the same services under comparable conditions.

Applies only to specified counties (Craven, Dare, Forsyth, Gaston, Guilford, Mecklenburg, New Hanover, Orange, Richmond, Robeson, Wake, Wilson) and cities (Durham, Jacksonville, Charlotte, Fayetteville).

Becomes effective October 1, 2010.
