Allows municipalities to annex low-income areas with reduced contiguity and petition signature requirements when 50% or more of households have incomes at or below 200% of federal poverty thresholds, requiring only 75% of property owner signatures instead of 100% and one-eighth (instead of full) boundary contiguity.

Requires petitioners to submit evidence demonstrating low-income status, which may include census data, signed affidavits from residents, or income verification through the Department of Revenue, with such information kept confidential.

Permits municipal governing boards to annex areas that are completely surrounded by the municipality's primary corporate limits under involuntary annexation provisions.

Gives priority consideration for Community Development Block Grants to projects located in areas annexed by municipalities to provide water or sewer services to low-income residents.

Becomes effective October 1, 2010, and applies to resolutions of intent adopted and petitions received on or after that date.
