Requires local school administrative units to identify students at risk of academic failure and not successfully progressing toward graduation beginning no later than fourth grade, based on grades, observations, state assessments, and reading proficiency.

Mandates development or updating of personal education plans with focused intervention and performance benchmarks for at-risk students within the first quarter or after nine weeks of instruction.

Requires local school administrative units to provide intervention activities free of charge, including coaching, mentoring, tutoring, summer school, Saturday school, and extended days, along with free transportation when necessary.

Requires annual reporting by local school administrative units to the State Board of Education on student progress, achievement of performance benchmarks, and types of interventions employed.

Provides that no cause of action for monetary damages arises from failure to provide or implement a personal education plan under this section.
