Requires the State Board of Education to develop a growth model establishing annual goals for improving the four-year cohort graduation rate by local school administrative units prior to the 2010-2011 school year.

Sets a short-term goal requiring local school administrative units to meet annual growth model improvements in the four-year cohort graduation rate beginning with the graduating class of 2011 and continuing annually thereafter.

Establishes a long-term statewide goal of achieving a 90% four-year cohort graduation rate by 2016.
