State Board of Community Colleges shall realign formula funding by increasing allocation for student services by $50,000,000 and decreasing allocation for curriculum and continuing education instruction by the same amount, effective July 1, 2010.

All community colleges must participate in the William D. Ford Federal Direct Loan Program by July 1, 2011, to ensure students have access to federal loan options.

Each community college must maintain at least one counselor to inform students about available federal financial aid programs including Pell Grants, HOPE and Lifetime Learning Tax Credits, and federal direct loans.

Students seeking need-based financial assistance must complete the Free Application for Federal Student Aid (FAFSA) and meet eligibility requirements as established by State Board rules.

State Board may allocate up to 10% of financial assistance funds for targeted assistance to students in low-enrollment high-demand occupations and students with disabilities referred by the Division of Vocational Rehabilitation.
