Requires the Department of Health and Human Services, Division of Medical Assistance, to examine rates for community support services provided through the International Center for Clubhouse Development (ICCD) clubhouse model of psychosocial rehabilitation.

Directs the Division of Medical Assistance to consult with the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services when examining and adjusting these rates as deemed necessary.

Requires a report on any rate adjustments to be submitted to the Senate Appropriations Committee on Health and Human Services, House of Representatives Appropriations Subcommittee on Health and Human Services, Fiscal Research Division, and Joint Legislative Oversight Committee on Mental Health, Developmental Disabilities, and Substance Abuse Services no later than October 1, 2010.

Becomes effective upon enactment.
