Exempts the Town of Carrboro from competitive bidding requirements (G.S. 143-129, 143-131, and 143-132) when contracting for equipment and supplies used in municipal pilot programs aimed at increasing energy efficiency.

Allows Carrboro's governing board to award energy efficiency contracts in its sole discretion without following standard bidding procedures.

Authorizes the Town of Carrboro to enter into a 20-year lease for siting and operating a renewable energy facility without treating it as a sale and without requiring notice by publication.

Extends previous exemptions granted to the City of Raleigh to also apply to the Town of Carrboro and the City of Winston-Salem.

Takes effect upon enactment.
