Exempts the Town of Chapel Hill from competitive bidding requirements under G.S. 143-129, 143-131, and 143-132 when contracting for apparatus, supplies, materials, or equipment used in municipal pilot programs aimed at increasing energy efficiency.

Authorizes the Town of Chapel Hill to award such contracts in its sole discretion without following standard competitive bidding procedures.

Extends similar renewable energy exemptions previously granted to the City of Raleigh and City of Winston-Salem to also apply to the Town of Chapel Hill.

Authorizes the Town of Chapel Hill to enter into a 20-year lease for siting and operation of a renewable energy facility without treating it as a sale and without publishing notice.

Effective upon becoming law.
