Allows Transylvania County Schools to meet the 180-day instructional requirement by completing 1,000 hours of instruction in fewer than 180 days when inclement weather causes closures.

Deems teachers employed for a 10-month term to have been employed for 180 instructional days if the 1,000-hour requirement is met in fewer than 180 days.

Requires all other employees to be compensated as if they worked their regularly scheduled hours for 180 instructional days, regardless of actual days worked.

Applies only to Transylvania County's local school administrative unit for the 2009-2010 school year.
