Appropriates $250,000 in recurring General Fund to the North Carolina Institute of Medicine (NCIOM) for the 2010-2011 fiscal year to complete three authorized task force studies: Medicaid and state-funded mental health services for military and National Guard members; health access issues related to cost, quality, and access to health care; and strategies to address issues in adult care homes.

Appropriates an additional $150,000 to NCIOM for the 2010-2011 fiscal year to convene a Task Force studying the mental health needs of young children (birth to age five) and their families.

Requires the Task Force to examine current mental health needs, existing public and private mental health systems, prevention strategies, early screening and identification methods, evidence-based interventions, workforce adequacy, and funding adequacy for comprehensive services.

Mandates NCIOM submit an interim report to the Joint Legislative Oversight Committee on Mental Health, Developmental Disabilities, and Substance Abuse Services by January 15, 2012, and a final report with recommendations and proposed legislation to the 2013 General Assembly.

Effective date is July 1, 2010.
