Adds "brand style" definition to cigarette regulations, distinguishing varieties by tobacco type, tar and nicotine content, flavoring, size, filtration, or packaging.

Changes certification fee structure from per-form basis to per-brand-style basis at $250.00 per brand style, with annual adjustment authority to cover actual enforcement costs.

Requires manufacturers to recertify cigarettes every three years and immediately recertify any cigarettes modified in ways likely to affect compliance with reduced ignition propensity standards.

Establishes the "Fire Safety Standard and Firefighter Protection Act Enforcement Fund" as a separate, nonreverting state treasury fund using certification fees to support processing, testing, enforcement, and oversight activities.

Becomes effective July 1, 2010.
