Repeals G.S. 120C-100(a)(11k) relating to lobbyist principal reporting requirements.

Modifies G.S. 120C-403(b) to clarify that lobbyist principals must report payments made for lobbying activities, including portions of salaries, fees, or retainers reasonably allocated to lobbying communications and activities that constituted or would foreseeably be used for lobbying.

Amends the definition of "lobbyist" in G.S. 120C-100(a)(10) to specify that a lobbyist represents another person or governmental unit and is paid by that person or governmental unit specifically for lobbying on their behalf.

Changes G.S. 120C-300 language regarding contingency fee prohibitions to clarify that no individual may agree to receive payment for lobbying that is dependent upon the result or outcome of any legislative or executive action.

Sections 1-4 become effective January 1, 2007; remainder of the act is effective upon passage.
