Authorizes the City of Fayetteville to use wheel locks on illegally parked vehicles as an enforcement mechanism for parking regulations.

Allows wheel locks to be applied to vehicles with three or more outstanding, unpaid, and overdue parking tickets issued on at least three separate days.

Requires notice or warning be affixed to the vehicle and notice sent to the registered owner by mail before immobilization.

Permits the city to charge an immobilization fee not to exceed $50.00, plus towing and storage charges for locked vehicles.

Extends application of wheel lock authorization to the City of Fayetteville in addition to the Towns of Boiling Springs, Carolina Beach, and Wrightsville Beach.
