Email address lists maintained by local governments in Wake County, Yadkin County, and specified municipalities are open to public inspection in printed or electronic format, but governments are not required to provide copies.

Local governments and their employees may use email subscriber lists only for: the original subscription purpose, emergency notifications to public health or safety, or to notify subscribers of similar lists when deleting an existing list.

Applies specifically to Wake County, the City of Raleigh, and the Towns of Apex, Cary, Fuquay-Varina, Garner, Holly Springs, Knightdale, Morrisville, Rolesville, Wake Forest, Wendell, Zebulon, and Yadkin County.

Creates an exception to Chapter 132 of the General Statutes (public records law) regarding email subscriber lists.
