Appropriates $250,000 from the General Fund to the North Carolina Science, Mathematics and Technology Education Center, Inc. for fiscal year 2010-2011.

Establishes the North Carolina Science Competitions Program Center to create and support science competitions across all counties in the state.

Requires the Center to provide teacher workshops coordinating science competitions with standard science courses and recruit mentors, supporters, and judges from business and community leaders.

Mandates collaboration with science competitions in other countries to enhance student experience working with adults in STEM fields.

Becomes effective July 1, 2010.
