Appropriates $200,000 from the General Fund to Kids Voting of North Carolina, Inc. for the 2010-2011 fiscal year.

Allocates $40,000 to the State program for providing services, support, and implementing new Kids Voting programs with local support across the state.

Distributes $160,000 to 25 specified counties based on North Carolina Department of Public Instruction's Average Daily Membership, with a minimum allocation of $1,000 per county.

Allows counties receiving funds to remit any unneeded portions back to the State program for expansion to nonparticipating counties.

Effective date: July 1, 2010.
