Removes the December 31, 2010 sunset date from G.S. 159-123(b)(8), allowing permanent authorization for private sales of local government bonds rated below "AA" or unrated.

Enables local governments to continue selling general obligation bonds through private sales under the Local Government Bond Act without time restriction.

Allows local governments to take advantage of the federal "Build America Bonds" program on an ongoing basis.

Effective upon enactment on July 21, 2010.
